U.S. judge denies Guantanamo inmate's request to end force-feeding

WASHINGTON (Reuters) - A U.S. judge on Monday denied a Guantanamo prisoner's request to halt the force-feeding of hunger strikers and said that only President Barack Obama had the power to intervene.

U.S. District Judge Gladys Kessler, based in Washington, D.C., said she would be overstepping her authority if she issued an injunction against force-feeding as requested by inmate Abu Wa'el Dhiab.

Dhiab, a Syrian, is one of four prisoners, all of whom are hunger strikers, to make such a request. The court has yet to rule on the other three: Algerian captives Ahmed Belbacha and Nabil Hadjarab and Shaker Aamer, a Saudi prisoner with British residency.

The four were rounded up during counterterrorism operations but were among the 86 prisoners cleared for release or transfer years ago. Obama came into office in 2009 with a goal of closing down Guantanamo but has run into opposition in Congress.

The U.S. military holds 166 foreign captives at the detention camp on the Guantanamo Bay U.S. Naval Base in Cuba. Of those, 106 are on hunger strike with 45 being force-fed as of Monday, according to a Guantanamo spokesman.

They are protesting the failure to resolve their fate after more than a decade of detention.

In reference to Obama, Kessler said in her four-page order that "there is an individual who does have the authority to address the issue."

She noted that Obama had voiced concerns during a speech in May about the merits of force-feeding detainees, asking: "Is that who we are?"

"It would seem to follow," Kessler wrote, that Obama had the authority "to directly address the issue of force-feeding the detainees."

She also said that Dhiab had "set out in great detail in his papers what appears to be a consensus" that force-feeding violates international law.

The Obama administration had argued the court did not have jurisdiction. Under federal law, civilian courts do not have jurisdiction to hear cases concerning the detention, treatments or conditions of confinement of any enemy combatant, Kessler wrote, citing a 2009 court decision. Government lawyers said the government had well-established legal authority to force-feed hunger-striking detainees.

Comedian Jim Carrey hasn't changed his mind about assault weapons, but he did apologize to those who own the firearms for insulting them.

On Twitter Sunday, Carrey sent two tweets where he said he wasn't changing his stance on the weapons, but that he should not have called gun owners names.

In the past, he has used the terms "maniacs" and "bullies," as well as an expletive, to refer to those who own or use the weapons.

Some were quick to sneer at Carrey's apology. Wrote Jimmie Musu Garcia, "Jim (Carrey) and his loyal subjects of possessed goose stepping liberals were crying crocodile tears about "Sandy Hook!" HYPOCRITES!"

But others agreed with Carrey, with reader Don Siler responding, "The rage and lack of control often shown by the most ardent opponents of gun regulations shows exactly why we NEED those laws."

Carrey had said earlier that his upcoming movie, "Kick-Ass 2," was made before the December shootings at Sandy Hook Elementary School in Connecticut, writing that "now in all good conscience I cannot support that level of violence."

After 100 Years, Has the Elusive Night Parrot Finally Been Discovered?

An Australian man who calls himself ?the wild detective? claims to have rediscovered a bird species that has never been photographed alive. Has the long-lost night parrot at last been found?

Among Australian scientists and bird-lovers, the elusive night parrot (Pezoporus occidentalis) has been something of a Holy Grail. The small, ground-dwelling parrots all but disappeared in 1912 and have been observed only a handful of times in recent years. A few of the birds were reportedly seen?but not photographed?in 1979 and 2005, and two dead parrots (one of which had been decapitated) were discovered in 1990 and 2006. Scientists have spent near-countless hours in the Australian bush seeking the lost species, but until now no birds have definitively turned up.

But last week naturalist John Young made a startling claim: After spending 17,000 hours and 15 years in the field looking for the night parrot, he has not only photographed one but captured it on video for all of 17 seconds. He showed off some of his photos and six seconds of video at a closed-door session held at (but not sponsored by) Queensland Museum on July 3. The images themselves were not released to the media; Young says he has sold the rights to an undisclosed media company. The newspaper The Australian printed one of the pictures on June 29, although it was heavily obscured by a watermark of the paper?s logo.

Young, who has spent years in the Australian bush looking for rare bird species, told The Australian that he first heard?but didn?t see?a night parrot in 2008. He did, however, manage to record the sound of its whistle. He said he used the recordings to attract night parrots in 2009 and 2012, which he heard rustling in the bushes, but neither got close enough for him to see. Playing the audio again on May 25 of this year, he said, led to his discovery and the resultant photographs. He also collected feathers, which are being tested for DNA and compared with museum samples.

The footage shown to scientists last week brought what Australian Geographic characterized as ?collective gasps and murmurs? from the audience. Ecologist Max Tischler of Bush Heritage Australia told the magazine that Young?s 15-year quest ?has been rewarded with phenomenal footage and images.? Australian Birdlife magazine editor, Sean Dooley, told the Australian Broadcasting Company (ABC) that the discovery, if it proves true, is the ?equivalent of finding Elvis flipping burgers in an outback roadhouse.?

But it may not be easy to prove Young?s claims. He won?t reveal where the photos were taken nor hand over the footage. He refuses to involve the government in conserving the species, saying he?d rather raise the money to do it himself. On top of that, Young himself is a rather controversial figure in ornithology. His supposed discovery of what he called the blue-fronted fig parrot in 2006 has been disputed because it was later discovered that he had digitally altered his images. As he admitted to ABC, ?I lightened them, darkened them, did my own sort of stuff, and I was criticized for it and probably rightly so.? Young said the current photos, however, will stand up: ?There?s absolutely no doubt. I made mistakes before, but I won?t do it again.?

Young?s story reportedly has some holes. An article by Greg Roberts in The Weekend Australian (reprinted on Roberts?s blog) pointed out that Young claims in some interviews that the feathers he found came from the side of the road, yet also saying that they came from a roosting site near where he took the photos. Young?s history will be hard to overcome: He has claimed on at least two additional occasions to have located other extinct or nearly extinct birds, but his findings were never duplicated.

Has the night parrot been rediscovered? John Young and several of the scientists who have seen his photos are convinced. Until the images are made more widely available, however, we will have to wait and see.

CAIRO (AP) ? Egyptian soldiers and police clashed with Islamists protesting the military's ouster of the president in bloodshed that claimed at least 40 lives, officials and witnesses said, and plunged the divided country deeper into crisis with calls by the Muslim Brotherhood's political party for all-out rebellion against the army.

The carnage outside the Republican Guard building in Cairo ? where toppled President Mohammed Morsi was first held last week ? marked the single biggest death toll since massive protests forced Morsi's government from power and brought in an interim civilian administration.

Even before all the bodies were counted, there were conflicting accounts on how the violence began ? with Morsi's backers saying it was an unprovoked attack and the military saying they came under assault first.

But the violence is almost certain to draw sharper battle lines between Morsi's Muslim Brotherhood and their opponents who claim Morsi squandered his 2012 election victory and betrayed the democratic spirit of Egypt's 2011 revolution by seeking only to bolster his and the Brotherhood's grip on the state.

Soon after the attack, however, the Al-Nour party, an ultraconservative party that had been talking to the new government about participating in the political process, announced it was withdrawing its support for the transition plan in response to the "massacre."

The military, which effectively supported the anti-Morsi movement, now may face pressures to impose stricter security measures to try to keep unrest from spilling out of control. It will also have to produce compelling evidence to support its version of events or otherwise suffer what is already shaping to be a Brotherhood media blitz to portray the military as a brutal institution with little regard for human life or democratic values.

In a move that is likely to further inflame the situation, the Freedom and Justice party, the Muslim Brotherhood's political arm, called on Egyptians to rise up against the army. Morsi has been a longtime leader of the Brotherhood.

The Freedom and Justice party also called on the international community to stop what it called the massacres in Egypt and accused the military of pushing Egypt toward civil war, warning the country was in danger of becoming a "new Syria."

Interim President Adly Mansour called for restraint and ordered a judicial inquiry into the killings. Significantly, the statement from his office echoed the military's version of events, noting that the killings followed an attempt to storm the Republican Guard's headquarters.

Pro-reform leader Mohamed ElBaradei condemned the violence and also called for an investigation.

"Peaceful transition is (the) only way," he wrote on his Twitter account.

A military spokesman said gunmen attempted to storm the building at dawn, prompting the clashes. One witness, university student Mirna el-Helbawi, also said gunmen loyal to Morsi opened fire first, including from the roof of a nearby mosque. El-Helbawi, 21, lives in an apartment overlooking the scene.

Supporters of Morsi, meanwhile, said the security forces fired on hundreds of protesters, including women and children, at a sit-in encampment outside the building as they performed early morning prayers. It was not immediately possible to reconcile the two versions.

Regardless of the reason, the escalating chaos will further complicate Egypt's relations with Washington and other Western allies, which had supported Morsi as the country's first freely elected leader and now are reassessing policies toward the military-backed group that forced him out.

At field hospitals, at least six dead bodies had been laid out on the ground, some with severe wounds, according to video from by pan-Arab broadcaster Al-Jazeera. The bodies had been draped with an Egyptian flag and pictures of Morsi. Pools of blood covered the floor and doctors struggled to deal with gaping wounds among some of the hundreds injured.

A medic from the area, Hesham Agami, said ambulances were unable to transport more than 200 wounded to hospitals because the military had blocked off the roads. Health Ministry spokesman Khaled el-Khatib said initial reports indicated at least 40 fatalities and 322 people wounded, although he gave no details on the circumstances of the bloodshed.

A Muslim Brotherhood spokesman, Mourad Ali, said army troops opened fire at dawn on the protesters outside the Republican Guard building, where Morsi was initially held but was later moved to an undisclosed Defense Ministry facility. The account was repeated by others.

"They opened fire with live ammunition and lobbed tear gas," said Al-Shaimaa Younes, who was at the sit-in. "There was panic and people started running. I saw people fall."

Egyptian state TV showed images provided by the military of the scene of the sit-in, where scores of protesters were pelting troops with rocks and setting tires on fire. Soldiers in riot gear and carrying shields formed lines a few meters (yards) away.

A fire raged from an apartment in a building overlooking the clashes. Images showed men throwing spears from atop nearby building rooftops. Other protesters were lobbing fire bombs at the troops. It was not clear when the footage was filmed. Security officers were showing cameras bullet casings, and troops were carrying injured colleagues.

Military spokesman Col. Ahmed Mohammed Ali said initial information indicates that gunmen affiliated with the Brotherhood tried to storm the Republican Guard building shortly after dawn, firing live ammunition and throwing firebombs from a nearby mosque and rooftops. One police officer on the scene was killed, he said.

A statement by the armed forces carried by the state news agency said "an armed terrorist group" tried to storm the building, killing one officer and seriously wounding six. The statement said the forces arrested 200 attackers, armed with guns and ammunition.

Ali, the Brotherhood spokesman, dismissed such versions, saying the protesters didn't start the confrontation. He said the military had warned protesters it will break up the sit-in.

Morsi supporters have been holding rallies and a sit-in outside the Republican Guard building since the military deposed Morsi on Wednesday. The military chief replaced Morsi with an interim president until presidential elections are held. The transition plan is backed by liberal and secular opponents of Morsi, and had been also supported by the ultraconservative Islamist Al-Nour party and both Muslim and Christian religious leaders.

Al-Nour party spokesman Nader Bakkar said on his Twitter account his party is withdrawing its support for the transition plan in response to the "massacre."

Morsi's supporters refuse to recognize the change in leadership and insist Morsi be reinstated, and have vowed to continue their sit-ins outside the Republican Guard building as well as at a nearby mosque.

Morsi's opponents are also holding rival rallies. They say the former president lost his legitimacy by mismanaging the country and not ruling democratically, leading to a mass revolt that began June 30, the first anniversary of Morsi's assumption of power.

Indexes edge up as Fed slowdown fears ebb

NEW YORK (AP) ? Stocks are ending slightly higher after a report of tepid U.S. economic growth raised expectations that the Federal Reserve will continue its stimulus program.

The government lowered its estimate for growth in the first three months of the year to 2.4 percent from 2.5 percent.

Stocks slid last week on concerns that the Fed might slow its bond purchases.

The Dow Jones industrial average rose 21 points to 15,324 Thursday, or 0.1 percent. The Dow was up 95 points in the afternoon, then faded in the last hour.

The Standard & Poor?s 500 rose six to 1,654, or 0.4 percent. The Nasdaq rose 23 points to 3,491.

Three stocks rose for every two that fell on the New York Stock Exchange. Volume was average at 3.5 billion shares.

More than 140 runners took to Norwich?s streets to battle it out in the annual Lord Mayor?s 5km City Centre Classic Road Race.

The race, now in its 18th year, took place on Saturday shortly before the Lord Mayor?s Procession, and organisers said it was the biggest race to date.

A large crowd gathered to watch, clap and cheer all the runners as they completed two laps of the parade route.

Tewodros Shiferaw, from Birchfield Harriers, took the lead early on and stormed to victory with a winning time of 14 minutes 25 seconds.

He said it was fantastic to win the race for a third time and that he really enjoyed the course and the great support from the crowds.

Danny Russell, from Highgate Harriers, came second with 14 minutes 46 seconds, and Paul Richardson, from Owls AC Leicester, came third with 14 minutes 47 seconds.

Gemma Steel, from Charnwood AC, won the women?s race and completed the course in 16 minutes 24 seconds.

It was the third time she has claimed the title.

?It?s nice to win the hat trick,? she said.

?I always enjoy the course and there?s a great atmosphere.?

Iona Lake, from City of Norwich Athletic Club, came second with 17 minutes 26 seconds, and Bryony Proctor, from Aldershot, Farnham and District AC, came third with 17 minutes 39 seconds.

Richard Polley, from City of Norwich Athletic Club which organises the race, said: ?We had a great race today, although tough conditions for the runners with a temperature of 27 degrees Celsius.

?At the front it was a hat trick performance from Tewodros Shiferaw from Birchill Harriers - that?s the third time he has won the race.

?That feat was matched by Gemma Steel, from Charnwood AC Leicester, who has now also won the women?s race three times.

?Overall we are delighted with a record turnout - 144 entries into the race, which is the largest ever.

?It is a tough race because we expect everyone to get halfway inside 10 minutes and we had to retire one or two runners, but we had the best road runners from the region and beyond taking part.?

Paul Evans, the course record holder who ran the course in 14 minutes 11 seconds in 2000, presented the prizes to the 2013 winners.

The race is part of the annual Lord Mayor?s Celebration.

Egypt on edge after clashes and Islamist pushback

CAIRO (AP) ? Egyptians were on edge Saturday morning after supporters and opponents of ousted President Mohammed Morsi fought overnight street battles that left at least 30 dead across the increasingly divided country.

Cairo's emblematic Tahrir Square and nearby approaches to the River Nile were largely empty but left strewn with debris. Thousands of Morsi's Islamist supporters had marched to the area demanding his reinstatement but ended up fleeing under a hail of stones, fireworks and sometimes gunfire.

Enraged at his overthrow by millions of protesters backed by the country's powerful military, tens of thousands of Morsi's supporters took to the streets on Friday, holding rallies they say they will continue until the former leader is returned to office.

The chaotic scenes that played out in the capital, mostly on a bridge leading to Tahrir, ended only after the army rushed in with armored vehicles to separate the warring groups. Some of Morsi's opponents jumped on at least one vehicle to try to show that the military was on their side.

The clashes had accelerated after the supreme leader of Morsi's Muslim Brotherhood defiantly proclaimed his followers would not give up street action until the return of the country's first freely elected president. Morsi's opponents had called out the public to defend against the Brotherhood, deepening the battle lines.

"God make Morsi victorious and bring him back to the palace," Brotherhood chief Mohammed Badie proclaimed Friday before cheering supporters at a Cairo mosque in his first appearance since the overthrow. "We are his soldiers we defend him with our lives."

Badie said it was a matter of honor for the military to abide by its pledge of loyalty to the president, in what appeared to be an attempt to pull it away from its leadership.

Hours later, his deputy, Khairat el-Shater, considered the most powerful figure in the organization, was arrested in a Cairo apartment along with his brother on allegations of inciting violence, Interior Ministry spokesman Hani Abdel-Latif told The Associated Press.

After the speech, a large crowd of Islamists surged across 6th October Bridge over the Nile toward Tahrir, where a giant crowd of Morsi's opponents had been massed all day. Battles broke out there and near the neighboring state TV building. Pro-Morsi youth shielded themselves from flying stones and fireworks with sheets of metal. A car burned at the top of an exit ramp amid the sounds of automatic weapons and shotguns. At least three people were killed at the bridge.

Across the country, clashes erupted as Morsi supporters tried to storm local government buildings or military facilities, battling police or Morsi opponents. Besides the 30 killed throughout the day, some 210 were wounded, Heath Ministry official Khaled el-Khatib told The Associated Press.

Islamists descended on anti-Morsi rally, opening fire with guns in the Mediterranean coastal city of Alexandria, where at least 12 people were killed, mostly Morsi opponents, emergency services official Amr Salama said. One man was stabbed and thrown from the roof of a building by Morsi supporters after he raised an Egyptian flag and shouted insults against the ousted president, according to an Associated Press reporter at the scene.

Militants killed five policemen in shootings around the Sinai city of el-Arish, according to security officials speaking on condition of anonymity because not authorized to talk to the press.

The U.S. State Department condemned the violence and called on all Egyptian leaders to denounce the use of force and prevent further bloodshed among their supporters.

An interim president ? senior judge Adly Mansour ? was sworn in Thursday, and a Cabinet of technocrats is to be formed to run Egypt until new elections can be held, although officials have not said when that will be. Mansour dissolved the interim parliament ? the upper house of the legislature ? which was overwhelmingly dominated by Islamists and Morsi allies. He also named the head of General Intelligence, Rafaat Shehata, as his security adviser.

The Brotherhood has said it will not work with the new military-backed leadership, and Morsi's supporters say the armed forces have wrecked Egypt's democracy by carrying out a coup against an elected president.

They accuse loyalists of former leader Hosni Mubarak, ousted in 2011, and liberal and secular opposition parties of turning to the army for help because they lost the election to Islamists. Many also see it as a conspiracy against Islam.

Friday's turmoil began in the afternoon when army troops opened fire as hundreds of his supporters marched on the Republican Guard building in Cairo. That site is where Morsi was staying when he was toppled before being taken into military custody at an undisclosed location.

The crowd approached a barbed wire barrier where troops were standing guard. When one person hung a sign of Morsi on the barrier, soldiers tore it down and told the crowd to stay back. A protester put up a second sign, and the soldiers opened fire, according to an AP photographer.

A protester fell dead with a gaping, bleeding wound in the back of his head, while others were bloodied and wounded. Witnesses told AP Television News at the scene that men in plain clothes fired the lethal shots. The Health Ministry said a total of four were killed at the site, though it was not known how all died.

Badie, made his appearance three hours later on a stage in front of tens of thousands of Islamists massed at Rabia al-Adawiya Mosque, not far from the Republican Guard building.

The circumstances of his appearance were a mystery. Security officials had said he was taken into custody from a villa on the Mediterranean coast soon after Morsi's removal Wednesday night and flown to Cairo, part of a sweep that netted at least five other senior Brotherhood figures and put around 200 more on wanted lists.

Fears have been running high over an Islamist backlash to Morsi's overthrow. Extremist Islamist groups that gained considerable freedom to operate during Morsi's year in office have already vowed violence in retaliation.

Yahoo acquires Xobni, aims for smarter contacts in its services (updated)

Yahoo must be starting the summer with an acquisition spree: it bought Qwiki yesterday, and it's buying Xobni today in a deal that AllThingsD estimates is worth $30 million to $40 million. The acquisition gives Yahoo a developer with experience in creating automatic, connected address books -- a perfect fit for a web giant that has been revamping its email and social services. Neither of the new partners is talking about what they'll create together, although Xobni is no longer accepting new customers for its paid services and has pulled downloads for both Smartr Contacts on Android and Xobni for BlackBerry. It's a gentler transition than we've seen with other takeovers, although we wouldn't get too comfy when most of Xobni's services go dark after July 2nd of next year.

Update: Our colleagues at TechCrunch hear that the acquisition price may be over $60 million.

David Shambaugh, a China scholar, told Beech.

Hero or traitor?

In a carefully executed leak, former National Security Administration contractor Edward Snowden unveiled documents showing how US government programs mine communication data including people?s e-mails, Facebook posts, and even Skype chats. Digital surveillance is not new, especially during this era of heightened national security awareness. Gathering electronic information is legal under the Foreign Intelligence Surveillance Act, but Mr. Snowden said the government is redefining what is constitutional, creating ?architecture of oppression.?

In an identity-revealing video interview with Glenn Greenwald of The Guardian, Mr. Snowden explained why people should be worried about the government?s actions.?

?Even if you are not doing anything wrong, you are being watched and recorded. And the storage capabilities of these systems increases every year, consistently by orders of magnitude,? Snowden said, adding that just a wrong call could raise suspicion. ?Then they can use the system to go back in time and scrutinize every decision you?ve ever made, every friend you?ve ever discussed something with, and attack you on that basis to sort of derive suspicion from an innocent life and paint anyone in the context of a wrongdoer.?

The fallout of his actions is not yet known as the United States arranges to press charges against the whistle-blower. Whether he is a hero or a traitor depends on how one weighs the balance between civil liberties and national security.

MOSCOW (AP) ? A Russian booster rocket carrying three satellites burst into flames and crashed during a launch shown on live TV Tuesday, the latest in a string of failures for Russia's commercial space program.

The Proton-M booster unexpectedly shut down the engine 17 seconds into the flight and crashed some 2 kilometers (over a mile) away from the Baikonur launch pad in Kazakhstan, the Russian Space Agency said in a statement.

News channel Rossiya-24's footage showed the rocket tilt to one side shortly after the launch, curve downward, catch fire and crash.

Russian officials said there were no casualties or damage immediately reported. Meanwhile, the Interfax news agency quoted Kazakh Emergency Situations Minister Vladimir Bozhkov as saying that the burning rocket fuel has blanketed the launch pad with a toxic cloud. But he said authorities have yet to determine its potential danger to the environment.

Another Proton-M booster carrying two satellites crashed in Baikonur in August 2012. Russian Prime Minister Dmitry Medvedev chided officials after that incident, saying that Russia had lost 10 satellites in seven failed launches in just over a year.

Russian space officials have blamed the failures on manufacturing flaws and engineering mistakes. But observers say that the problem is rooted in a post-Soviet industrial meltdown that has stalled the modernization of the space industry.

Medvedev on Tuesday instructed Dmitry Rogozin, the point man for industry and space, to come up with a plan to tighten control of the space industry and prevent accidents like this one from happening.

Obama ends Africa trip by joining Bush at memorial

DAR ES SALAAM, Tanzania (AP) ? Democratic President Barack Obama and former President George W. Bush are proving that it's a small world after all, with an extraordinary chance encounter a long way from home.

Obama and his Republican predecessor plan to appear together briefly Tuesday, when by coincidence both will be in the same city on Africa's east coast promoting development on the continent. Obama is on the final day of a weeklong tour of the continent, while the George W. Bush Institute is hosting a two-day summit on African women.

Initially the two men had no plans to meet, but the White House announced Monday that they would gather at a memorial for Americans killed in the U.S. Embassy bombing here nearly 15 years ago. They plan to lay a wreath in honor of the 11 Americans who died in the attack masterminded by Osama bin Laden, along with a near-simultaneous bombing at the U.S. Embassy in neighboring Kenya.

Meanwhile, first lady Michelle Obama and Laura Bush planned to appear together on a panel at the conference on empowering African women. President Bush plans to deliver his own speech there Wednesday, after the Obamas have returned to Washington.

Obama has credited Bush with helping save millions of lives by funding AIDS treatment. "I'm looking forward to being able, on African soil, to once again thank him on behalf of the American people for showing how American generosity and foresight could end up making a real difference in people's lives," Obama said Monday.

But Obama also said he wants to change the approach the U.S. takes with Africa. "We are looking at a new model that's based not just on aid and assistance, but on trade and partnership," he said.

"Ultimately, the goal here is for Africa to build Africa for Africans," Obama said. "And our job is to be a partner in that process."

In that spirit, Obama has announced a new trade agreement with eastern African nations and a program to bring more power to Africans who don't have access to electricity. His final event Tuesday is a speech at Tanzania's Ubungo Power Plant, which was funded by a U.S. grant and built by American corporations Symbion and General Electric.

"There's enormous potential here in Tanzania to start getting electricity out into villages in rural areas, more reliable service that can then power manufacturing, power new businesses which creates more jobs, creates more demand," Obama explained.

WASHINGTON (AP) ? National Security Agency leaker Edward Snowden, believed to be in legal limbo in the Moscow airport, is expanding his requests for asylum to another 19 countries, including China, according to WikiLeaks.

WikiLeaks, the anti-secrecy group that has adopted Snowden and his cause, on Monday night posted a statement said to be from Snowden that slammed President Barack Obama for "using citizenship as a weapon."

"Although I am convicted of nothing, it has unilaterally revoked my passport, leaving me a stateless person," Snowden says in the statement. "Without any judicial order, the administration now seeks to stop me exercising a basic right. A right that belongs to everybody. The right to seek asylum.

"Their purpose is to frighten, not me, but those who would come after me."

WikiLeaks legal adviser Sarah Harrison delivered the requests for asylum to an official at the Russian consulate at the Moscow airport on Sunday, according to the website. WikiLeaks says some of the requests have already been delivered to the appropriate embassies.

The WikiLeaks statement said requests were made to China, Cuba, Nicaragua, Venezuela, India and several European countries. Snowden had planned earlier to seek asylum in Ecuador and has requested asylum in Russia.

The asylum requests reported by WikiLeaks and the Snowden statement could not be independently authenticated.

Snowden, who has been on the run since releasing sensitive NSA documents, is believed to have been in Moscow airport's transit zone since his arrival from Hong Kong on June 23. The U.S. has annulled his passport, and Ecuador, where he had hoped to get asylum, has been giving mixed signals about offering him shelter.

After Snowden applied for political asylum to remain in Russia, Russian President Vladimir Putin told reporters in Moscow that Snowden would have to stop leaking U.S. secrets if he wanted asylum there ? and he added that Snowden seemed unwilling to stop publishing leaks of classified material.

At the same time, Putin said he had no plans to turn over Snowden to the United States.

The expanded requests for asylum come as the Obama administration contends with European allies angry about the release of documents that alleged U.S. eavesdropping on European Union diplomats.

Obama, in an African news conference with Tanzanian President Jakaya Kikwete, said the U.S. would provide allies with information about new reports that the NSA had bugged EU offices in Washington, New York and Brussels. But he also suggested such activity by governments would hardly be unusual.

"We should stipulate that every intelligence service ?not just ours, but every European intelligence service, every Asian intelligence service, wherever there's an intelligence service ? here's one thing that they're going to be doing: They're going to be trying to understand the world better, and what's going on in world capitals around the world," he said. "If that weren't the case, then there'd be no use for an intelligence service."

The latest issue concerns allegations, published in the German newsweekly Der Spiegel, of U.S. spying on European officials. French President Francois Hollande demanded Monday that the U.S. immediately stop any such eavesdropping and suggested the widening controversy could jeopardize next week's opening of trans-Atlantic trade talks between the United States and Europe.

"We cannot accept this kind of behavior from partners and allies," Hollande said on French television.

German government spokesman Steffen Seibert told reporters in Berlin, "Eavesdropping on friends is unacceptable." He declared, "We're not in the Cold War anymore."

Even before the latest disclosures, talks at the upcoming free-trade sessions were expected to be fragile, with disagreements surfacing over which items should be covered in or excluded from an agreement. The United States has said there should be no exceptions. But France has called for exempting certain cultural products, and other Europeans do not appear eager to give up longtime agricultural subsidies.

Obama said the Europeans "are some of the closest allies that we have in the world." But he added: "I guarantee you that in European capitals, there are people who are interested in, if not what I had for breakfast, at least what my talking points might be should I end up meeting with their leaders. That's how intelligence services operate."

Nonetheless, Obama said he'd told his advisers to "evaluate everything that's being claimed" and promised to share the results with allies.

Meanwhile, the Interfax news agency said a Russian consular official has confirmed that Snowden had asked for asylum in Russia.

Interfax cited Kim Shevchenko, the duty officer at the Russian Foreign Ministry's consular office in Moscow's Sheremetyevo airport, as saying that Snowden's representative, Harrison, handed over his request Sunday.

"If he wants to go somewhere and there are those who would take him, he is welcome to do so," Putin said. "If he wants to stay here, there is one condition: He must stop his activities aimed at inflicting damage on our American partners, no matter how strange it may sound coming from my lips."

Obama said "there have been high-level discussions with the Russians" about Snowden's situation.

"We don't have an extradition treaty with Russia. On the other hand, you know, Mr. Snowden, we understand, has traveled there without a valid passport, without legal papers. And you know we are hopeful that the Russian government makes decisions based on the normal procedures regarding international travel and the normal procedures regarding international travel and the normal interactions that law enforcement has. So I can confirm that."

Putin didn't mention any Snowden effort to seek asylum in Russia, and spokesman Dmitry Peskov declined to say what the Russian response might be. Putin insisted that Snowden wasn't a Russian agent and that Russian security agencies hadn't contacted him.

Three U.S. officials, speaking on condition of anonymity because they weren't authorized to publicly discuss the Snowden case, said Washington's efforts were focused primarily on persuading Russia to deport Snowden either directly to the United States or to a third country, possibly in eastern Europe, that would then hand him over to U.S. authorities.

In a sign of the distrust generated by the Der Spiegel report, the German government said it had launched a review of its secure government communications network and the EU's executive, the European Commission, ordered "a comprehensive ad hoc security sweep."

U.S. Secretary of State John Kerry said Monday he didn't know the details of the allegations, but he still played them down, maintaining that many nations undertake various activities to protect their national interests. Kerry failed to quell the outrage from allies, including France, Germany and Italy.

A spokesman for Herman Van Rompuy, the president of the European Council, said, "The European Union has demanded and expects full and urgent clarification by the U.S. regarding the allegations."

According to Der Spiegel's report, which it said was partly based on information leaked by Snowden, NSA planted bugs in the EU's diplomatic offices in Washington and infiltrated the building's computer network. Similar measures were taken at the EU's mission to the United Nations in New York, the magazine said.

It also reported that the NSA used secure facilities at NATO headquarters in Brussels to dial into telephone maintenance systems that would have allowed it to intercept senior officials' calls and Internet traffic at a key EU office nearby.

As for Snowden, White House national security spokeswoman Caitlin Hayden said the White House won't comment on specific asylum requests but reiterated its message to all countries that he "needs to be expelled back to the U.S. based on the fact that he doesn't have travel documents and the charges pending against him."

Regarding possible effects on U.S. interactions with Russia, she said it remains the case "that we don't want this issue to negatively impact the bilateral relationship."

Developers Are Lifting The Cloud, Not The Other WayAround

For all the attention this week about the cloud, it's evident that it is pretty much a distraction when considering what is really happening. Developers are lifting the cloud, not the other way around. The big guns of tech are aligning because they have to. It's a defensive move to serve their existing customer base. It's not like the old kings are showing substantial revenue increases for new software licenses. But consolidating power to offer legacy technology does show that the cloud is anything you want to call it.

Voyager 1 Finds Unexpected Wrinkles At the Edge Of the Solar System

Voyager 1 has been close to the boundary of the solar system for quite a while; we've mentioned that the edge is near a few times before, including an evidently premature report in 2010 that Voyager had reached a distance so far from the sun that it could no longer detect solar winds and another in 2011 that it had reached an "outer shell" of solar influence. It turns out that the boundaries of the solar system are fuzzier than once anticipated; the L.A. Times is reporting that "Toward the end of July 2012, Voyager 1's instruments reported that solar winds had suddenly dropped by half, while the strength of the magnetic field almost doubled, according to the studies. Those values then switched back and forth five times before they became fixed on Aug. 25. Since then, solar winds have all but disappeared, but the direction of the magnetic field has barely budged." Also at Wired, which notes "That's hard to explain because the galaxy's magnetic field is thought to be inclined 60 degrees from the sun's field. No one is entirely sure what's going on. ... [It's] almost as if Voyager thought it was going outside but instead found itself standing in the foyer of the sun's home with an open door that allows wind to blow in from the galaxy."
