3 UN employees killed in Afghan bombing (AP)

KANDAHAR, Afghanistan ? The United Nations' refugee agency says three of its employees are among the five people killed in a suicide bombing in the southern Afghan city of Kandahar.

The UNCHR says in a statement that two others were also wounded in the attack early Monday.

Afghan provincial police chief Abdul Razzaq says a suicide bomber drove an explosive-laden pickup truck into a checkpoint near a compound housing U.N. and international aid groups. Three other insurgents then rushed into the compound, sparking an hours-long gun battle with security forces.

All three of the attackers were killed.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

KANDAHAR, Afghanistan (AP) ? A suicide bomber slammed a pickup truck packed with explosives into a checkpoint in a neighborhood housing U.N. and international aid group offices in the southern city of Kandahar on Monday, killing four people including the district police chief, Afghan officials said.

Immediately after the blast, three insurgents rushed into the neighborhood and seized control of at least one building, sparking a gunbattle with Afghan and NATO forces, Kandahar police chief Gen. Abdul Razzaq said. The firefight lasted more than two hours before the militants were shot dead.

The combined bombing and assault was the second major attack in three days to target foreigners or NATO troops in the country, and spotlighted the insurgents' ability to continue to carry out major attacks despite a 10-year NATO campaign against them. The U.S.-led coalition is gradually handing over security responsibilities to its Afghan counterparts and plans to withdraw its combat forces by the end of 2014.

"Despite the insurgency's failures this past year, it remains capable and, enabled by safe havens in Pakistan, continues to contest (Afghan and NATO) progress in some parts of the country," German Brig Gen. Carsten Jacobson, a coalition spokesman in Afghanistan told reporters in Kabul.

But Jacobson also said the coalition and its Afghan partners had made significant gains against the Taliban and that incidents such as the bombing in Kandahar were not indicative of the insurgents strengthening their reach.

"It is not to gain a military victory, it is to gain media" attention he said.

Immediately after the early morning blast, the gunmen seized control of an animal clinic near the office of the International Relief and Development organization, said provincial police spokesman Ghorzang, who like many Afghans goes by one name.

The blast caused extensive damage to the offices of the U.N.'s refugee agency, the UNHCR. Associated Press video footage showed large chunks of the building's outer walls blown out, as well as the windows while the interior was in shambles. The street around the building was strewn with rubble.

The insurgents then managed to enter the IRD's office through the UNHCR building, Ghorzang said.

The Taliban, for whom Kandahar is a traditional stronghold, claimed responsibility for the attack. Spokesman Qari Yousef said the insurgents were targeting what he claimed was a guest house affiliated with the United Nations Assistance Mission in Afghanistan.

The UNAMA does not operate a guest house in the area. However, the clinic and IRD offices entered by the attackers are near guest houses affiliated with both the IRD and the UNHCR. The area is also home to several other international NGO offices and guest houses.

Razzaq, the provincial police chief, said that three civilians and the district police chief, Abdul Aziz Khan, were killed and four people wounded.

UNAMA spokesman Dan McNortan said all of the agency's staff, both Afghan and foreign, was accounted for.

The attack comes two days after the Taliban launched a brazen midday suicide bombing in Kabul, striking a NATO convoy on Saturday and killing 17 people, including five NATO service members, one Canadian soldier and eight civilian contractors.

The Many Faces of Happiness (preview)

Image: Getty Images

In Brief

Joy to the World

The Gallup World Poll, which includes a psychological assessment of people in 155 countries, shows that nations vary enormously in how happy their citizens are.

Scientists have linked happiness with so-called social capital, which includes measures of public trust and cooperation. National pride can also improve your quality of life.

People in some cultures rate their life satisfaction according to how well they live up to social norms; citizens elsewhere base their judgment on how good they are feeling.

Lankasana, a 23-year-old Maasai warrior, sports long, ochre-stained, braided hair extensions and carries a bow and arrow, a short sword and a steel-tipped spear. He spends his days raiding neighboring villages and protecting his own tribe from attacks by wild animals. For fun, he wrestles fellow tribesmen and practices his aim by tossing spears at tree trunks. Lankasana once killed a lion armed with only a sword, but not before the lion clawed his shoulders, leaving huge scars.

Living in remote villages in East Africa, the Maasai build simple homes out of mud, dung and sticks. These hunter-gatherers have no running water or electricity and minimal exposure to Western society and media. They engage in rituals that may seem unappealing to Westerners, such as adolescent circumcision, branding and bovine blood drinking.

JOEPA'S RECORD

Joe Paterno broke Eddie Robinson's record for victories by a Division I coach with No. 409 in Penn State's sloppy 10-7 win over Illinois.

The 21st-ranked Nittany Lions overcame six fumbles with Silas Redd's 3-yard touchdown run with 1:08 to go to give Paterno his milestone win.

Among all coaches, Paterno now only trails John Gagliardi, still active at Division III St. John's, Minn., with 481 victories.

The Nittany Lions' 84-year-old leader watched from the press box on a snowy Saturday in Happy Valley that had fans bundled up in winter parkas and hoodies. Paterno's right leg and shoulder are still sore after an accidental hit in practice in the preseason.

LEGRAND LEADS RUTGERS

Paralyzed player Eric LeGrand led Rutgers onto the field in a snowstorm for its game against No. 25 West Virginia.

It was the first time LeGrand has accompanied the team on the field for a game since he was paralyzed from the neck down making a tackle in a game against Army last October.

LeGrand, who was handed an axe to show Rutgers' desire to "keep chopping," directed his motorized wheelchair while coach Greg Schiano walked next to him and teammates followed at a walk. LeGrand led the team to the 50-yard line, turned right and went to the sideline before leaving the field.

LeGrand has been working this season for the Rutgers radio network as an analyst.

OU'S WHALEY HURT

No. 11 Oklahoma lost top running back Dominique Whaley on the first play against 10th-ranked Kansas State with an injury to his left leg.

Whaley was blocking on a run by Roy Finch when he was rolled over in the backfield.

The Sooners' leading rusher appeared in obvious pain while several trainers and Kansas State coach Bill Snyder came out to check on him. An air cast was put on his left leg extending from his foot to his knee, and Whaley was taken off the field on a cart.

There was no immediate word on the extent of the injury.

Is InterDigital Patenting a Growth Story? (The Motley Fool)

InterDigital (Nasdaq: IDCC - News) -- which develops wireless technologies for mobile devices, networks, and services -- reported a fall in third-quarter sales to $76.5 million. But the fall was less than what analysts expected. Let's have closer look at InterDigital's matrix of numbers to gauge its performance.

Into the matrix
While the company's results bettered estimates, sales and profits fell from last year's figures. While total revenues plummeted 17%, net income also plunged 26% to $26.2 million.

InterDigital's patent licensing royalties fell by 13% to $75.3 million. The fixed fee part of the company's royalty revenues decreased by 33% to $33.2 million. This was mainly because of the absence of $14.4 million from LG Electronics in the form of royalties.

Per-unit royalties took a haircut to $34.2 million from the $35.8 million from the year-ago quarter, primarily because of a reduction in royalties from Japanese customers. However, this decline was offset by growth in customers associated with the burgeoning smartphone market.

Revenues from technology solutions got knocked down to $1.2 million from $5.8 million in the year-ago quarter, mainly caused by agreements that were concluded in 2010.

Patenting profits
InterDigital is laughing its way to the bank because of demand for its wireless technology portfolio of around 1,300 patents. Investors seemed buoyed by the company saying it's still considering selling its patents.

Those patents could serve as powerful weapons against heavy competition in the telecommunications space.

A group backed by Apple and Microsoft agreed earlier this year to buy Nortel Networks' patent portfolio for a princely $4.5 billion. InterDigital claims that its own patent portfolio is more precious than those auctioned off by Nortel. And this claim seems plausible because the third quarter saw huge revenues from many high-value customers.

Patenting the future
Besides all the patent riches, the company boasts a strong cash position totaling $690 million. This would let InterDigital continue to develop next-generation wireless technologies, including advanced LTE designs. With sustained success in this space, the inventions from research will ensure future earnings for the company.

The Foolish bottom line
Analytical and market intelligence firm IDC expects 500 million smartphones to be shipped by the end of 2011, and this number is anticipated to double to 1 billion by the end of 2015. The slow economy is expected to play spoilsport in the near term, but with the ever increasing proliferation of smartphones, InterDigital has a long runway.

Mystery swirls around Penthouse model's death

In 1975, Anneka Vasta was the Penthouse Pet of the Year. But on Jan. 4, joggers found Vasta's nude, dead body washed up on the shores of Camp Pendleton, the major Marine Corps base near San Diego. She was still so slim and youthful looking, the San Diego Union Tribune reports, that military police thought she was a teenager.

The Naval Criminal Investigative Service is now asking anyone who has information about Vasta's death or saw her before her body was found to contact them. She had a broken neck and back, and police have yet to determine whether she was the victim of accidental drowning or committed suicide. Her family has "vehemently denied" she would have killed herself, the Union Tribune reports.

Her car was found parked on a viewpoint 60 feet above the Pacific Ocean, and the Union Tribune reports that a bloody bra and blouse, as well as a blood-stained steak knife, were found in the car.

Vasta used the name Anneka Di Lorenzo in her modeling days. She also played Messalina in Penthouse founder Bob Guccione's infamous 1979 movie "Caligula," the first movie to feature major stars in a film with explicit sex scenes. The film is famous as one of the only films critic Roger Ebert walked out of. Ebert later awarded it zero stars and described the movie as "sickening, utterly worthless, shameful trash."

Vasta once dated Guccione, but in 1990, she won a $4 million lawsuit against him, claiming he compelled her to have sex with two of his business associates, the New York Times reports.

She was born Marjorie Thoreson in Minnesota, but left there at just 14 for Los Angeles.

Hurricane Rina Forces NASA to Abort Undersea 'Asteroid' Mission (SPACE.com)

NASA recalled the astronaut crew of a mock asteroid mission on the ocean floor today (Oct. 26) due to growing concerns about Hurricane Rina, which is threatening to make landfall along Mexico's Yucatan peninsula.

Since Oct. 20, a six-person crew of astronauts and scientists has been living at the Aquarius Underwater Laboratory, which sits 60 feet (18 meters) below the Atlantic Ocean, about 3 1/2 miles off the shore of Key Largo, Fla.. But Hurricane Rina forced the crew to resurface about a week earlier than planned due to safety concerns from the strengthening storm.

"[Mission controllers] were watching the weather forecast yesterday and were 90 percent sure that they were going to have go to ahead and end the mission," NASA spokesperson Brandi Dean told SPACE.com. "If the forecast had changed dramatically, they could have stayed down, but that didn't happen."

NASA has also released a video of Hurricane Rina from space as seen by astronauts living on the International Space Station.

The asteroid simulation was the 15th expedition of NASA's Extreme Environment Mission Operations, or NEEMO, and was the first to test ways to anchor to an asteroid, explore its surface, and perform science experiments on the space rock. [Gallery: Astronauts Explore Undersea 'Asteroid']

The start of the NEEMO 15 mission had already been delayed due to what was then a tropical storm nearby. To ensure the crew's safety, the 13-day mission was cut short today at roughly the halfway mark.

"Crew decompressed overnight and will return to surface shortly. Hurricane Rina just a little too close for comfort," NEEMO 15 mission controllers said via Twitter early this morning.

Yesterday, NASA astronaut Mike Fossum, commander of the International Space Station, captured views of the menacing Hurricane Rina from aboard the orbiting complex. The video footage was captured at 2:39 p.m. EDT (1830 GMT) Tuesday (Oct. 25) as the space station flew 248 miles (399 kilometers) over the Caribbean Sea, east of Belize.

The NEEMO 15 "aquanaut" crew underwent a 15-hour decompression process overnight last night and returned to the surface shortly after 9:30 a.m. EDT (1330 GMT) this morning.

"Crew sad to leave early, but feel we got a lot of objectives accomplished," NEEMO 15 crewmember David Saint-Jacques said via Twitter this morning. "Overnight decompression fine. See you at surface"

NASA does not intend to resume the NEEMO 15 expedition at a later time, Dean said, but the crewmembers were able to accomplish many of the mission's goals while they were submerged.

"They were able to get a lot of good information," she said. "Obviously we would have liked to have gotten more, but they have to stay safe there."

The NEEMO 15 crew is made up of Saint-Jacques, NASA astronaut Shannon Walker, who was commander of the expedition, Japanese astronaut Takuya Onishi, planetary scientist Steve Squyres and two veteran divers, James Talacek and Nate Bender of the University of North Carolina, Wilmington.

The aquanauts were testing various concepts of how to anchor to an asteroid, travel around on its surface, and perform science experiments on a mock asteroid landscape that was assembled on the ocean floor. The crew completed six extravehicular activities outside the Aquarius habitat and collected a wealth of scientific data in the process, Dean said.

Yesterday, the crewmembers also participated in a series of behavioral science projects that included simulating communication delays with Mission Control that astronauts would encounter on a real-life mission to an asteroid.

The results of the NEEMO 15 mission will help NASA plan for a future trip to an asteroid. As part of NASA's exploration goals, the agency is aiming to send humans to an asteroid by the year 2025.

The NEEMO mission is a joint venture between NASA, the National Oceanic and Atmospheric Administration (NOAA), which owns the Aquarius laboratory, and the University of North Carolina, Wilmington, which operates the underwater facility.

Statin therapy fails to slow progression of atherosclerosis in pediatric lupus patients, study finds

ScienceDaily (Oct. 27, 2011) ? Atorvastatin therapy was found to be ineffective in reducing atherosclerosis progression in children and adolescents with systemic lupus erythematosus (SLE). Results of the Atherosclerosis Prevention in Pediatric Lupus Erythematosus (APPLE) Trial, now available in Arthritis & Rheumatism, a journal published by Wiley-Blackwell on behalf of the American College of Rheumatology (ACR), report that the statin therapy did trend toward positive effect of treatment and may benefit patients with more severe SLE who were not included in the trial.

The ACR reports that SLE affects 322,000 adult Americans. Exact figures for pediatric SLE cases are difficult to establish, but the best estimate is that 5,000 to 10,000 children in the U.S. have lupus (Lehman 1996). One of the long-term complications of SLE for both adult and pediatric patients is accelerated atherosclerosis -- a build-up of plaque in the aterial wall which can lead to heart attack and stroke. Medical evidence reports that SLE patients are up to 8 times more likely to develop premature coronary heart disease, compared to the general population. Women with lupus are 50 times more likely to have a heart attack than healthy premenopausal women.

"The prognosis for pediatric lupus patients has significantly improved over the last few decades, however diagnosis at an earlier age subjects these patients to greater cardiovascular risk from systemic disease activity and treatment side effects over a longer time period," explains lead investigator, Dr. Laura Schanberg with the Department of Pediatrics at Duke University Medical Center in Durham, North Carolina. Previous studies show children with SLE have more severe organ damage, and longer exposure to illness and potentially toxic treatments compared with adults.

Prevalence of atherosclerosis in pediatric SLE is unknown, but precursors of the disease such as thickening of aterial artery walls as measured by carotid intima-media thickening (CIMT), have been reported. Statins have been shown to reduce atherosclerosis progression in adults, but have not been investigated in a pediatric SLE population. The APPLE Trial assessed 36-month therapy with atorvastatin, commercially known as Lipitor?, in 221 SLE patients between 10 and 21 years of age at 21 sites in North America. Participants were randomized, with 113 receiving treatment with atorvastatin and 108 a placebo at 10 or 20 mg/day (depending on weight). Researchers determined effectiveness of therapy by progression CIMT as measured by ultrasound.

"Our results demonstrate no significant effect on progression of atherosclerosis in children and adolescents with SLE who were treated with atorvastatin use over the 3-year period," concluded Dr. Christy Sandborg from Stanford University School of Medicine in California and co-primary investigator of the Apple Trial. "Further study of subgroups of SLE patients that may benefit from statin therapy is warranted." While ineffective in reducing progression of atherosclerosis in this study population, atorvastatin was determined to be safe and well tolerated.

In a related editorial also published in Arthritis & Rheumatism, Dr. Angelo Ravelli from the Universit? degli Studi di Genova and Istituto di Ricovero e Cura a Carattere Scientifico in Italy said, "Although the APPLE Trial found atorvastatin to be ineffective in pediatric SLE patients with low to moderate disease activity, a trend toward positive effect was detected. This indicates that while statin therapy may not be necessary in all SLE patients, preventative statin therapy may benefit those with more severe disease activity." Post-hoc subgroup analyses of the APPLE Trial are underway which may uncover those patient groups who may benefit from treatment with atorvastatin.

$100 bet gets Calif. man stuck in child swing set

VALLEJO, Calif. (AP) ? A 21-year-old Northern California man was left hanging at a playground swing set overnight after he got stuck in the diaper-like seat for nine hours.

Vallejo police say the man made a $100 bet with his friends that he could fit into a child's swing at Blue Rock Springs Park on Friday night. With the help of liquid laundry detergent, he managed to slide his legs into the seat.

Authorities say that's when he got stuck ? and his friends took off.

A groundskeeper found the man screaming for help the next morning. Firefighters cut the chains off the swing and took him to the hospital, where a cast cutter was used to remove the seat.

The man's name has not been released.

With the Internet, your car could be hacked

Okay, I?m having some fun with the classic New Yorker cartoon, but the message still holds true. On the Internet, nobody knows you?re a dog, or a slob, or more important, a badass criminal hacker up to no good.

That anonymity ? one of the few serious flaws in the design of the Internet ? is giving the bad guys plenty of cover and keeping society as a whole from fully benefiting from what the Internet has to offer.

And this situation is only going to get worse as we move to what?s been dubbed the ?Internet of Things.?

It?s a world where the line between what?s a computer and what?s not a computer gets increasingly blurred, and every device we have looks, smells and behaves more and more like a computer. The smartphone is the most obvious example, but now you can add things such as cars, medical devices, household appliances, almost every device in your a/v cabinet and more. Increasingly, the things in our everyday infrastructure are gaining the intelligence and the processing power of computers, which means they?re also vulnerable to attack.

Cars vulnerable to attack? You bet. Researchers with iSec Partners recently demonstrated how it?s possible to force some cars to unlock their doors and start their engines by sending special text messages to a car?s anti-theft system. Also, the U.S. Department of Transportation has asked the security industry to help develop a roadmap to build ?motor vehicle safeguards against cyber security threats and ensure the reliability and safety of automotive electronic control systems.?

Hacking medical devices
Meanwhile, at a recent BlackHat conference, security researcher Jay Radcliffe gave a talk about hacking medical devices. Radcliffe, a diabetic who is connected to an insulin pump and glucose monitor at all times, demonstrated how a malicious third party could transmit wireless commands to remotely disable his insulin pump.

This is scary stuff. Sure, security vendors will try to address each of these threats as they appear, but that?s just a continuation of the whack-a-mole solutions we?re largely stuck with today.

The real answer to securing the Internet of Things is to think about ways to change the Internet protocols themselves and introduce unequivocal authentication. Vint Cerf, recognized as one of the fathers of the Internet for his work in creating the TCP/IP stack used to build the Internet infrastructure, is on record as saying that one of the main things he wished he had done differently was authentication.

Amen to that. No question that the work Cerf and others did to make the Internet possible has been incredibly beneficial to society, but the lack of authentication gives the bad guys too much cover, making many of their actions virtually untraceable. On a broader level, reputations of individuals and companies have been unfairly damaged by anonymous comments and posts on the Internet, so that, for example, phony negative claims about a company show high up on search results. It?s gotten so bad that we?re now seeing the emergence of ?reputation? specialists who promise to undo the damage caused by these posts.

The other main change Cerf said he wished he?d done was to start off with a larger address space so we wouldn?t have to make the transition from IPv4 to IPv6. IPv6 actually makes the issue of Internet security that much worse, because IP addresses are the true root of identity and we just added a staggering number of them ? more addresses than the number of grains of sand on the entire planet Earth. Think of it as an IP jungle where snakes can hide and you?ll never find them.

Authenticate all
Now consider connecting all these devices, appliances and vehicles, and it?s easy to see that the idea of patching every one of them is, to put it mildly, na?ve. What we need is more accountability on the network so that if, for example, you?re a power meter sitting on my house, I can authenticate that you are really Tom?s power meter and not some foreign hacker group trying to disrupt the grid. For that authentication to happen, it has to be built into the Internet protocols themselves.

I?m not saying this process is going to be easy. Cisco was a big pioneer and supporter of building authentication in email as an overlay, and we know from experience that it?s very hard to do after the fact.

But as we contemplate the Internet of Things and bring more and more nontraditional devices online, we have to realize that we?re very early in that process ? exactly the right time to consider changes to the protocol that include authentication. For example, if we wait for every automobile in the world to be connected, going back and retrofitting them is going to be really, really hard.

Bringing this authentication to the Internet is going to take a big commitment by some major players, if not the industry as a whole. The time to get started is now. One cool idea would be if someone launched an XPrize type of competition to get the brainiest among us working on solutions. Other suggestions? I?m all ears. Let?s get the ball rolling.

Rock icons U2 have something new to brag about ? winning Q Magazine's Greatest Act of the Last 25 Years award.

The annual music awards by Britain's best-selling music monthly took place Monday in London and the Irish quartet was among the music notables at the ceremony.

The U.K.'s artist of the moment, singer/songwriter Adele, won two awards, for Best Female and Best Track for her song "Rolling in the Deep." She didn't attend, since the event comes just two weeks after she was forced to cancel her U.S. tour due to throat problems.

Lytro camera hands-on (video)

You knew Lytro was up to something, but with its infinite focus light-field powered camera out of the bag, how does it actually stack up in real life? In a word: novel -- you certainly won't be tossing your regular camera for this shooter, at least not in its current incarnation. Still the concept of shoot now, ask focus questions later is revolutionary, so hop on past the break for our initial impressions.

Dalai Lama prays for Tibetans who self-immolated (AP)

DHARMSALA, India ? The Dalai Lama on Wednesday fasted and led prayers in honor of nine Tibetans who set themselves on fire in apparent protest against China's tight grip over Buddhist practices in Tibet.

A 90-minute-long prayer service at the Dalai Lama's Tsuglakhang Temple, in the northern Indian town of Dharmsala, was in honor of the monks, former monks and a nun who have self-immolated since March calling for religious freedom and the return of the Dalai Lama.

Aged in their late teens and twenties, at least five died of their injuries, while the condition of the other four is not known.

At the service, the newly elected prime minister of the Tibetan government-in-exile, Lobsang Sangay, urged China to stop repression in Tibet and called on the United Nations to send fact-finding teams to the Himalayan region.

Sangay, speaking in Tibetan, said China was following an official policy of cracking down on religious institutions in Tibet.

"We would like to appeal to the Chinese government to immediately stop its repressive policies in Tibet, and to resolve the issue of Tibet through peaceful means," Sangay said.

China says Tibet has been its territory for centuries, but many Tibetans say it has a long history of autonomous rule by Buddhist leaders.

A failed uprising in 1959 led the Dalai Lama to flee into exile in India.

China considers the Dalai Lama to be a separatist intent on ending Chinese rule over Tibet. The Dalai Lama says he is seeking only a high level of autonomy for Tibet.

The Dalai Lama will observe a daylong fast Wednesday in honor of those who have died or injured themselves through self-immolation, the first time he has done so since widespread protests rocked the region in the run-up to the 2008 Olympics.

As the Dalai Lama led the rhythmic prayers facing a statue of the Buddha, a dozen or so Tibetans, their faces masked against the smoke, tended butter lamps intended to benefit the souls of the five protesters who died.

"The prayers are for the dead and to alleviate the suffering of those who are still suffering in Tibet," said Lobsang Choedak, an official of the Tibetan government-in-exile.

The prayers were attended by the Karmapa, head of a Tibetan Buddhism school, and Kirti Rinpoche, the exiled head of the Kirti monastery in China's western province of Sichuan near Tibet. Most of the monks and former monks who have self-immolated belonged to Kirti monastery.

In New Delhi, religious leaders participated in a multi-faith prayer held at the memorial to India's independence leader, Mohandas K. Gandhi. Later, hundreds of protesters, carrying the blue and red Tibetan flags, marched through central streets shouting slogans demanding freedom for Tibet and an end to Chinese rule there.

Monks and nuns, wearing saffron and maroon robes, carried placards and banners that said: "Tibetans want freedom to use the Tibetan language," "Stop destroying Tibetan culture," and "Stop environmental destruction in Tibet."

Pentagon to resume NKorea talks on war remains

(AP) ? After a six-year hiatus, the Pentagon has agreed to negotiate with North Korea on resuming an effort to recover remains of the estimated 5,500 U.S. service members unaccounted for from the Korean War.

In a brief announcement Monday, the Pentagon said the negotiations would begin Tuesday in Bangkok. It offered no explanation for seeking to resume a recovery operation that Washington suspended in May 2005.

The Pentagon statement said the talks will address a "stand-alone humanitarian matter" and are not linked to other issues, which include most prominently the North Korean nuclear program and U.S.-supported international sanctions aimed at stopping North Korean weapon proliferation.

The U.S. and North Korea have no formal diplomatic ties, and relations have been especially rocky in recent years. During a state visit to Washington last week by South Korean President Lee Myung-bak, President Barack Obama had strong words for communist North Korea, saying that "if Pyongyang continues to ignore its international obligations it will invite even more pressure and isolation."

Still, there have been recent signs that relations are getting better. Diplomats from the United States and North and South Korea have separately met to discuss resuming long-stalled international nuclear disarmament negotiations. There also have been a flurry of cultural exchanges between the Koreas and some easing of antagonistic rhetoric.

Leading the U.S. delegation to Bangkok will be Robert J. Newberry, the deputy assistant secretary of defense for POW/MIA affairs.

When the administration of President George W. Bush suspended recovery operations in 2005 amid rising tensions with North Korea it said it was concerned about the safety of U.S. recovery teams in North Korea. Among the concerns cited then was a ban on U.S. personnel making phone calls outside the country.

The remains recovery program had been suspended once before, from October 2002 to June 2003, after the North Koreans disclosed to a State Department envoy that they had secretly been running an active nuclear weapons program.

U.S. veterans' organizations have long advocated an aggressive U.S. effort to recover remains from the 1950-53 war. Many U.S. war dead were left behind when Chinese forces overran U.S. positions in North Korea in the fall of 1950.

Joint recovery missions began in 1996 and are the only form of U.S.-North Korean military cooperation.

Sen. Kelly Ayotte, R-N.H., said she was pleased that the Pentagon was making a renewed effort to recover war remains in North Korea. In August, she wrote to Defense Secretary Leon Panetta and Secretary of State Hillary Rodham Clinton urging a relaunching of recovery missions as soon as possible.

"Most Korean War veterans are in their 80s," she said in a statement Monday. "And the U.S. Veterans Administration says close to 1,000 Korean War veterans die each day. We cannot wait any longer to resume this critical work."

Prior to the 2005 suspension of recovery efforts, the U.S. paid the North Koreans hundreds of millions of dollars for their support of the effort each year.

Under previous arrangements, two U.S. teams of up to 13 people each entered North Korea on a mission. Two other people were stationed in Pyongyang, the capital, to provide logistical and communications support. The arrangements included helicopters for use in the event of a medical emergency.

Multi Car Car Insurance ? Who Requires One | Insurance Blog

It?s certainly not unheard of for households to consist of more than a single motorist and as a consequence more than a single automobile, normally each automobile with individual insurance. A different approach to single insurance policies would be multi car car insurance policy which takes care of all of the cars in the household, and therefore can grant financial savings on the once-a-year insurance protection cost. What multi car insurance protection really does is provide a solo insurance policy which could cover up to 5 motor vehicles which have to be listed to the same address. What you are doing using this kind of coverage is in effect getting your insurance in bulk for the whole household. You get price savings since you are giving the insurance organisation all of your automobile insurance custom and you are saving the insurer on admin work by having just one insurance policy.

Don?t just sign on the dotted line, take a look at several points about multi car insurance to see it matches your households requirements. Do check the policy itself prior to deciding for sure to choose the multi car car insurance policy. Sure, this sort of policy covers more than one vehicle however, not specifically more than 1 driver of each motor vehicle, if you had named individuals on single policies then you?ll definitely need them on the multi automobile insurance policy. Check out the small print in relation to no-claims and be sure only individuals involved with any claim lose theirs but not each of the drivers on the multi policy, insurance providers all offer different policies therefore you really have to study the fine detail.

The key reason why countless opt for multi car car insurance policies is undoubtedly an effort to save some money, and you have to be sure it will accomplish that in your case. Exactly the same issues ought to be thought of with a multi insurance policy as a single vehicle insurance plan, so evaluate every component of cover and examine approaches to reduce the premiums even more. Protected motor vehicles on a sole automobile insurance plan might bring in reductions and the very same is true of motor vehicles on a multi car policy, so does the sort of motor vehicle you intend to protect. It is important to take a look at exactly the same details for a multi car insurance policy as you would a single vehicle policy, therefore if 1 of the autos is within a high insurance group then the multi vehicle policy might not be the ideal way forward.

There does exist just one drawback to various multi car insurance policies and that?s the policy renewal insurance providers set. A single automobile insurance renewal is fairly high-priced by itself, but renewing 4 to 5 motor vehicles at any given time can be a large expense, and some insurance companies demand that all the motor vehicles on a multi policy are renewed simultaneously. Naturally you may spread the expense of your insurance over 12 months, but insurance providers call this providing you credit and can add extra on for the opportunity. Sadly it is really this bulk renewal which will ultimately put individuals off the multi car policies because they can?t afford to do that. You will need to customise insurance coverage to match your specifications and this sort of insurance plan should be able to be right for you regardless of whether your insuring 2 vehicles of your own or Four motor vehicles for the family unit.

Artifacts indicate a 100,000-year-old art studio

In a tiny South African cave, archaeologists have unearthed a 100,000-year-old art studio that contains tools for mixing powder from red and yellow rocks with animal fat and marrow to make vibrant paints as well as abalone shells full of dried-out red pigment, the oldest paint containers ever found.

The discovery, described in Friday's edition of the journal Science, suggests that humans may have been thinking symbolically ? more like modern-day humans think ? much earlier than previously recognized, experts said. Symbolic thinking could have been a key evolutionary step in the development of other quintessentially human abilities, such as language, art and complex ritual.

The artifacts were uncovered at a well-studied site called the Blombos Cave, which sits by the edge of the Indian Ocean about 180 miles east of Cape Town. The two shells, lying about 6 inches from each other, had a red residue from a soft, grindable stone known as ochre. Ochre is rich in iron compounds that usually give it red or yellow hues, and it is known to have been used in ancient paints. A residual stain line in one of the shells indicated that the mixture had at one time been wet, rather like the brown ring left around the edge of a coffee cup that's been sitting out for too long.

Previous finds had established that early humans made paint to adorn walls and decorate artifacts. But the suite of intact tools and ingredients found in the studio was a rare find that suggested a degree of planning and a basic knowledge of chemistry.

"In general we find pigment," said study coauthor Francesco d'Errico, an archaeologist at the University of Bordeaux in France. "But you never find the container with the residue. We were able to study microscopically all the elements in the recipe."

Along with ground-up red ochre, the mixtures contained charcoal and crushed spongy bones that were probably once rich in fat and marrow. The team also found rock fragments from the grinding stones that were used to make the mixture. One of the stones had remnants of a yellow pigment, perhaps from a previous batch of paint, that was not present in the reddish batches from the abalone shells.

By measuring the damage to quartz sediments caused by radioactive isotopes in the soil around the ochre containers, researchers were able to calculate that the paint tool kits were about 100,000 years old.

The cave was isolated; researchers found few artifacts associated with constant human activity from the same period when the paints were being mixed. Perhaps only one or two artisans from a nearby community came here to mix their paints, the team speculated.

Modern humans are thought to have evolved around 200,000 years ago, but much of the archaeological evidence of humans painting with ochre goes back only 60,000 years, D'Errico said. Examples of ochre use and other complex behaviors from around 100,000 years ago are few and far between, he said.

But the ability to mix and use paint signals a lot of important behaviors that are key to social and cognitive development, said Alison Brooks, a paleoanthropologist at George Washington University who was not involved in the study. Unlike weapons, utensils or other artifacts, paint has little utilitarian value. Paint could be used to decorate objects, clothing or the body, often to send a social message in an increasingly complex society.

"If you only see the same people in the same face-to-face group you've known your entire life, there's no need to make a statement," she said. And as those groups became larger and people traveled farther from home, "there was a need to demonstrate to somebody ? at a considerable distance, before they could shoot you ? who you were."

In recent years, many anthropologists have made the case that such ochre mixtures were not used as paints but were mixed with plant resins that were used to bind stone spearheads to wooden shafts, Brooks said. As such, the mixtures were a sign of technological development, but not of cultural and cognitive change.

In this cave, however, the ochre had been mixed not with plant resins but with animal fat and marrow, substances that had no use as adhesives, Brooks said, but were excellent binders to make liquid paint.

"All of this, in my view, boils down to [the idea that] their social horizons were expanding," she said.
